About Us
APEC is the only state "advocacy" association representing the interests of the pool industry in Texas. Since 2005, APEC works in conjunction with industry trade associations such as the Independent Pool and Spa Service Association (IPSSA) and the Association of Pool and Spa Professionals (APSP) to formulate positions that benefit both the industry as well as the consumer.
Government regulation, while well intended, can place an unreasonable burden on pool and spa business- often raising industry costs and increasing liability without successfully resolving the issues or protecting the consumer. With a presence at the state Capitol, APEC works with lawmakers, offering the benefit of industry knowledge and experience. We retain two lobbyists Jake Posey and Steve Koebele to execute this endeavor. Their advocacy efforts help us achieve our defining goal- to protect the welfare and bottom line of our members while maintaining an uncompromised commitment to industry safety and excellence.
Current Issues
The 82nd Texas Legislature convenes on January 11, 2011. As it approaches, we anticipate three significant issues concerning our industry to be raised: Energy Conservation, Pool Builder Licensing through TRCC, and Pool Safety Fencing and Drains. While every issue is important, these three have the greatest potential of placing an unsustainable financial burden on our industry. It is APEC’s goal to be actively involved in the drafting of any legislation that addresses these issues. Our expert knowledge will be crucial in identifying viable solutions that protect both the needs of the consumer and the environment without threatening the welfare of our industry.
Electrical License Update – January 2011
Under current law, only those who hold a Texas Residential Appliance License may provide electrical pool and spa services. However, the state’s bureaucracy presently limits the scope of such work, saying that the licensed electrical work by pool professionals is allowed only on residential (not commercial) pools and spas.
